    The technical envelope opens automatically when the approval workflow completes.

    The technical bids are evaluated, and the result is approved by the competent authority.

    Commercial opening

    The commercial envelope then opens on the configured schedule, and only for technically qualified suppliers.

    Record

    Every opening carries a system-recorded timestamp and authority.

Commercial envelope validation

An incomplete event cannot be published.

A check runs when the buyer publishes a two-envelope event, so an incomplete or non-compliant event never reaches suppliers.
